Mobile Traffic Signal in lieu of flaggers for Moving Operations

Why is this a priority for the State/County/City? : With the increasing levels of distracted drivers, safety of flaggers and workers in workzones is an increasing concern. Examples of flaggers being hit by vehicles, or having to jump from a vehicle path exist. Examples of vehicle entry into workzones exist. A portable traffic signal device may provide increased conspicuity, as well as be mounted to a device/vehicle to which a crash attenuator would be mounted protecting the workzone and crew.

A consultant will write a TRS; the implementation plan will be revised for future consideration

Evaluate the potential use of portable traffic signals, mounted on a mobile platform, as an alternative to human flaggers as a means of providing traffic control through "moving operation" workzones on two lane rural highways.

  1. This could be worth exploring and we have successfully been using portable signals on static work zones for quite a while, but here are a couple of thoughts to add to the conversation:

    - by moving operation, I think that you mean that you set up the signals (placement and timing set) and the work zone is moving within that defined segment of road

    - if that's the idea, then the effectiveness of smaller, easier to move portable signals could be evaluated

    - adding signals onto a truck could be problematic as drivers have no experience with this type of set up and may be confused by it - there could also be a concern that the signal may not be noticeable when mounted on a truck - so perhaps the signals need to be trailer mounted

    The TRIG panel recommended that we do a TRS (transportation research synthesis report) for this topic to see what other states are doing, and then revise the implementation plan for future consideration. The TRS has been approved for funding.
